            About Upper Bay

            Upper Bay is the northernmost residential ground in Newport Beach: Santa Ana Heights, which the city describes as roughly bounded by Upper Newport Bay to the south, Santa Ana Avenue to the west, Bristol Street to the north and the Bayview Terrace area to the east, together with the gated Bayview enclaves at its eastern edge. There is no master association. The city maps four separate community associations here, Bayview Terrace at 146 residential units and Bayview Court at 88, both gated, Newport Upper Bay Estates at 57 and not gated, and the gated Newport Palisades Community Association, for which the city publishes no unit count. The Santa Ana Heights streets themselves carry no mapped association at all.

            The zoning is what sets Santa Ana Heights apart from every other Newport Beach neighborhood. Its specific plan carries a Residential Equestrian district, SP-7 (REQ), whose stated intent is a single family neighborhood with limited equestrian uses where a rural character with an equestrian theme shall predominate, and the code sets horse counts by lot size. The neighborhood's southern edge is open water and protected land: 752 acres of ecological reserve under the Department of Fish and Wildlife and roughly 135 acres of nature preserve under OC Parks, with up to 35,000 birds using the bay at once during winter migration. A 10.5-mile bike loop circles the water from Jamboree at San Diego Creek, designated horse trails run between 23rd Street and Jamboree Road, and Back Bay Drive below the community is one-way north for motor vehicles. Bayview Park, two acres at Mesa Drive and Bay View Avenue, is the neighborhood's city park.

            History

            How Upper Bay was built

            The head of Upper Newport Bay came within one court case of being a marina. In 1963 the fourteen year old son of Frank and Frances Robinson found a private property sign at North Star Beach and the family started asking why. What they found was a land exchange between the Irvine Company and Orange County that would have turned the upper bay into a boat harbor ringed with houses, the same treatment the lower bay had already had. They founded Friends of Newport Bay in 1967, spent a decade in court, and in 1973 the exchange was ruled unconstitutional. California bought most of the upper bay and the Upper Newport Bay Ecological Reserve was dedicated on 11 April 1975. Fran died in 2001 and Frank two years later, and they are generally counted as the parents of the conservation movement in Orange County.

            The land side of this area is Santa Ana Heights, which spent most of its life as unincorporated county under the departure path of John Wayne Airport. That is why it looks different from the rest of Newport Beach: modest one story ranch houses from the 1950s and 1960s on deep lots, with stables at the back. Newport Beach took it in two stages, the land east of Irvine Avenue in January 2002 and the land west of it on the first day of 2008, and the new zip code changed what the ground was worth almost overnight.

            Can you keep horses in Santa Ana Heights?

            Yes, under the Santa Ana Heights Specific Plan's Residential Equestrian district, SP-7 (REQ), whose stated intent is that a rural character with an equestrian theme shall predominate. The code sets the count by lot size: one horse or pony on a building site under 10,000 square feet, two on 10,000 to 15,000 square feet, and three to six with a use permit above 15,000 square feet, with offspring exempt to the age of eight months. The city's Code Enforcement Division publishes best management practices for owners in the REQ and RSF districts, including daily manure collection with storage never longer than seven days.

            What does a home in Upper Bay sell for?

            Eleven homes closed between January 1 and August 17 of 2026, ten of them detached single family and one a townhome, at a median of $2,025,000, or $1,094 a square foot on a median size of 2,104 square feet. Six landed between $2,000,000 and $3,000,000, four between $1,000,000 and $2,000,000 and one above $3,000,000, with a low of $1,155,000 and a high of $3,400,000. Half went into escrow within 18 days and the group closed at 97.1% of list price. Seven homes stood active at the August 17 pull.

            What is protected around Upper Newport Bay?

            Two agencies hold the land in two layers. The Upper Newport Bay Ecological Reserve is 752 acres of salt marsh, mudflat and estuary habitat managed by the California Department of Fish and Wildlife, forming the community's southern and western edge. The bluffs surrounding the bay are the Upper Newport Bay Nature Preserve, roughly 135 acres kept by OC Parks. During winter migration as many as 35,000 birds may be using the bay at one time. The Peter and Mary Muth Interpretive Center on the preserve is open Tuesday through Sunday, 10 a.m. to 4 p.m., and collects no fees.

            When did the area become part of Newport Beach?

            In two steps, and recently. Eastern Santa Ana Heights was annexed on July 1, 2003, the same day as Bay Knolls, following Newport Coast on January 1, 2002. West Santa Ana Heights was annexed effective January 1, 2008, after Orange County LAFCO approved it on September 12, 2007. The U.S. Postal Service then moved the western streets to the 92660 zip code effective July 6, 2009, unifying the neighborhood under a single Newport Beach zip. Much of the area still sits inside a County redevelopment project area that predates annexation.

            Which schools serve the neighborhood?

            Two assignments, and the district's own locator draws the line. The Santa Ana Heights streets run to Mariners Elementary, 600 students in grades TK through 6 with 74% meeting or exceeding standard in English and 74% in math, then Ensign Intermediate at 878 students, then Newport Harbor High at 2,044 with a 96.8% graduation rate. The Bayview enclaves run instead to Eastbluff Elementary, 346 students at 64% and 61%, and then to Corona del Mar Middle and High School, one campus of 2,117 students for grades 7 through 12 with a 96.5% graduation rate. Assignment follows the address, so confirm a specific one with the district.
