About Dover Shores
Dover Shores is a single community association of 310 homes on the western edge of the Upper Newport Bay, which the city records at 312 residential units and does not list as gated. Seventy-three of the homes are waterfront, set along two private channels and a section of the bay's main channel, and every one of them has a private dock with access to the main Newport Bay. Three private beaches belong to all the homeowners together: Larry's Beach at 1108 Polaris Drive, North Star Beach at 1156 Polaris Drive, and Fisherman's Beach next to 1014 Polaris Drive. All three are fenced behind locked gates that open to a resident's key, which is not permitted to be duplicated, and all three operate from 9:00 a.m. to dusk.
The beaches carry real equipment rather than just sand. Larry's Beach holds a restroom, a barbeque island, picnic tables, a volleyball court, tetherball, slides, swings and climbing equipment; North Star Beach has a half-size basketball court, a volleyball court, a propane barbeque island and picnic tables; Fisherman's Beach is the storage beach for kayaks and paddleboards. A nine-member elected board runs the association through BHE Management Corporation and publishes a monthly newsletter on the first of the month. At the community's edge the Newport Aquatic Center at 1 White Cliffs Dr. puts rowing, canoeing, outrigger and kayaking on the bay, and two city parks adjoin the association, North Star Beach at 11.68 acres and Galaxy View Park at 0.95. The school path is Mariners Elementary, then Ensign Intermediate, then Newport Harbor High.

How Dover Shores was built
The western shore of Upper Newport Bay was Gabrielino-Tongva ground first, marsh and mudflat at the edge of an estuary, and it stayed farmland long after the lower bay had been dredged into a harbor. Dover Shores is Tract 4224, its map filed on 16 February 1962 under surveyor Winston I. Keerl, cut into that shoreline with two channels dug inland from the bay so that dozens of lots could sit on the water with a dock at the bottom of the garden. The first custom homes went up on Galaxy Drive, Polaris Drive and Santiago Drive, and the names are a small piece of period evidence: this is a tract laid out at the height of the space race, and it named its streets after the sky.
Three beaches on the bay belong to the homeowners rather than the public, and the association that runs them was created by the Irvine Company when it wrote the covenants for the tract. The single story rule is the other thing that shaped the place. Most lots here are held to one story and a roof no higher than fourteen feet above the pad, so the neighborhood stays low and nobody builds over the view behind them.

Dover Shores addresses run a single school path in Newport-Mesa Unified: Mariners Elementary for TK-6, Horace Ensign Intermediate for grades 7 and 8, and Newport Harbor High for grades 9-12. The district's own locator returns that chain for addresses on Santiago Drive and Galaxy Drive, and Ensign's attendance boundary is identical to Newport Harbor's, so the middle and high school years always travel together. Newport-Mesa adjusts boundaries periodically; confirm a specific address with the district locator at web.nmusd.us before it matters to an offer.

What does a home in Dover Shores sell for?
Eleven homes closed between January 1 and August 17 of 2026, all eleven detached single family homes, at a median of $5,975,000, or $1,600 a square foot on a median size of 3,380 square feet. The closings ran from $3,625,000 to $16,500,000. Half went into escrow within 29 days and the group closed at 95.4% of list price. Nine homes stood active on August 17 at a median asking price of $7,650,000, which against 310 homes makes even a handful of listings a meaningful share of the year.
What are the three private beaches?
Larry's Beach, at 1108 Polaris Drive between Morning Star Lane and Evening Star Lane, has a restroom, a barbeque island, picnic tables, a volleyball court, tetherball, slides, swings and climbing equipment. North Star Beach, at Polaris Drive and Whitecliffs Drive, has a half-size basketball court, a volleyball court, a propane barbeque island and picnic tables. All three are fenced and locked, open 9:00 a.m. to dusk, and reserved for residents and their guests: a resident group may not exceed 20 people, or 30 for a combined event of two or more residents, and anything larger needs a reservation capped at 50.
Can I keep a boat in Dover Shores?
Seventy-three of the homes are waterfront with their own private docks reaching the main Newport Bay. For everyone else, Fisherman's Beach stores small non-motorized vessels such as kayaks and paddleboards at $150 a year per boat, each registered with the property manager and opened by a separate key issued to the registered owner. Motorized watercraft may not be launched or stored at any association beach. Launching from Larry's Beach is limited to non-motorized craft under 15 feet, light enough for one or two people to carry, and only opposite the designated swim area.
What should I know before remodeling or building here?
No exterior work may start until the Dover Shores Architectural Committee has approved plans in writing showing the nature, kind, shape, height, materials, colors and locations of the work. The fees are published: a new home or major remodel carries a non-refundable $1,600 fee and a $3,500 refundable deposit, an intermediate remodel $800 with a $2,500 deposit, and landscape, hardscape, fencing or solar work $400 with a $700 deposit. Height is the binding constraint, at 14 feet above the building pad on single-story lots and 25 feet where two stories are permitted.
Which schools serve Dover Shores?
One chain, and it does not branch. Newport-Mesa Unified's own locator returns Mariners Elementary for addresses on Santiago Drive and Galaxy Drive, 600 students in grades TK through 6 with 74% meeting or exceeding standard in English and 74% in math, then Horace Ensign Intermediate, 878 students in grades 7 and 8, then Newport Harbor High, 2,044 students with a 96.8% graduation rate. Ensign's attendance boundary is identical to Newport Harbor's, so the middle and high school years always travel together.
