Orange does not publish one list called neighborhoods. It publishes a plan area register of 127 polygons covering 33 named areas, a layer for its three Eichler tracts, and the boundary of the Old Towne historic district it adopted in 1998. Those are the boundaries these 22 guides are measured against, together with two areas the Orange County Fire Authority names and the city does not. Every acre, address, parcel and school figure below was measured in this run against the publisher's own polygon.

What is not here
A published register is not automatically a list of neighborhoods. The City of Orange plan area register holds 33 named entries and 16 of them are not places: institutions, single apartment properties, entries the register labels with a homebuilder's corporate name, entries named for a pair of streets, and one the city's own note says is not a plan area at all. Each is named here rather than dropped in silence.
Three further registers were opened and rejected. The Orange County Fire Authority draws 12 evacuation zones inside Orange and ten of them are named only Orange Zone with a number, so only the two that name a place are used. The city's own Fire Evacuation Areas layer holds 68 polygons carrying an area number and no name. The city's Neighborhood Preservation District is a single 2,897 acre overlay, not a neighborhood. A page built on the unnamed evacuation zone ORG12 previously stood on this site; the fire authority's figures for it, 2,612 estimated residents and 1,045 addresses, are recorded here and the page has been removed because Orange Zone is not a place name.
The city registers two homeowner association layers in its ArcGIS Online organization, HOA and HomeownerAssociations. Both point at on-premises servers that no longer answer, so no association boundary could be read in this run and none is drawn.
