Overview
About Carrillon
Carrillon covers 43.8 acres inside Talega and holds 84 homes on 97 parcels, at a median parcel of 0.18 acres. Five streets serve it: Calle Mattis, Via Torina, Via Lucena, Corte Cabrito and Via Franca. Twenty-two of the 43.8 acres are kept as private open space, 15.2 carry the Residential Medium Low Density designation, and 6.5 are public right of way.
Carrillon belongs to the Talega master association and building here falls under the Talega Specific Plan. The whole boundary sits in the state's High fire hazard severity zone and in federal flood zone X. No city park or city trail runs inside the line, though the Talega Trail passes nearby. Capistrano Unified's locator returned Vista del Mar Elementary, Vista del Mar Middle and San Clemente High at all five interior points tested.

How Carrillon was built
Carrillon was finished in 2007, single family houses on five streets in the middle of Talega, and it is one of the few neighborhoods here whose name is not a place on a map. A carillon is a musical instrument: at least twenty three bronze bells hung in fixed suspension and tuned chromatically, struck by clappers worked from a keyboard of wooden batons and foot pedals, the thing that sits in the tower of a church or a university and plays the hour. The city spells the neighborhood with two Rs on its own association map and the Talega association spells it with one, which is what happens to a name that arrives as a sound. The streets went back to Spain and Italy anyway: Via Franca, Via Torina, Corte Cabrito, Calle Mattis and Via Lucena, that last one a city in the province of Córdoba in Andalusia that was a major Jewish center from the ninth to the twelfth centuries.
Look southeast from this end of Talega and the open hills are Camp Pendleton: the San Diego County line, which is also the base's northwestern boundary, touches the southeastern corner of the Talega property. Standard Pacific was the master developer of the whole thing and is now part of Lennar, and the relationship outlasted the sales office. The Talega Maintenance Corporation was still in litigation with the developer years later over damage to the Cristianitos Trail behind the easternmost homes in two neighboring tracts and two storm drainage structures, a case the association reported settled in August 2023.

Lifestyle
The Carrillon lifestyle
San Clemente keeps ten beaches of its own along the shore, from North Beach past the pier to Riviera, and the city's Marine Safety division staffs them. The pier itself carries restrooms, metered parking, fire rings and the Amtrak and Metrolink platform at its foot.
The city publishes five trail networks that run from the sand up into the canyons and along the ridgelines. Bikes are welcome on all of them, electric bikes are not allowed on the Beach Trail, dogs are welcome on a leash, and horses are permitted on the Forster Ridgeline, Prima Deshecha and Cristianitos trails. City parks are open from 6 am to 10 pm without a reservation unless a group needs a permit.
