            Stella Mare covers 54.6 acres inside Talega and holds 107 homes on 124 parcels, at a median parcel of 0.16 acres. Six streets serve it: Via Regalo, Via Andaremos, Via Timon, Paseo Lerida, Corte Lomas Verdes and Via Jubilar. Private open space accounts for 27.5 of the 54.6 acres, half the community, with 17.2 acres of Residential Medium Low Density land and 9.5 of right of way.

            Stella Mare belongs to the Talega master association and falls under the Talega Specific Plan. Its fire exposure is split almost evenly by the state's severity map, 28.0 acres High against 26.6 Very High, so two homes on the same street can carry different classifications. Capistrano Unified's locator returned Vista del Mar Elementary, Vista del Mar Middle and San Clemente High at all five interior points tested.

            History

            How Stella Mare was built

            Stella Mare sits high in Talega, and it was one of the last pieces of that plan to be filled in. The homes went up between 2006 and 2010, four and five bedroom houses in the Spanish style on oversized lots, averaging around 3,649 square feet, with the two story plans running from roughly 3,048 to 3,832 square feet. The name is Italian rather than Spanish, stella for star and mare for sea, and it belongs to a run of Talega neighborhoods given Mediterranean names, Amalfi, Catania, Portomarin and Vittoria among them.

            Talega took a long time to arrive. San Clemente adopted a new general plan in 1982 that created a Development District over its four inland ranches and required a specific plan before any of them could be built, and planning for Talega ran from that year until the City Council adopted the Talega Valley Specific Plan on 10 August 1988. Construction still did not begin until 1999. The finished plan covers about 3,510 acres north of Avenida Pico and was laid out for roughly 3,500 homes across more than thirty neighborhoods, on ground that runs from about 210 feet above sea level at its southwestern edge to about 910 feet in the north. Stella Mare sits near the upper end of that range, which is where its views come from.

            The Stella Mare lifestyle

            San Clemente keeps ten beaches of its own along the shore, from North Beach past the pier to Riviera, and the city's Marine Safety division staffs them. The pier itself carries restrooms, metered parking, fire rings and the Amtrak and Metrolink platform at its foot.

            The city publishes five trail networks that run from the sand up into the canyons and along the ridgelines. Bikes are welcome on all of them, electric bikes are not allowed on the Beach Trail, dogs are welcome on a leash, and horses are permitted on the Forster Ridgeline, Prima Deshecha and Cristianitos trails. City parks are open from 6 am to 10 pm without a reservation unless a group needs a permit.
