The Laguna Niguel Corporation began the modern town in 1959 with a plan by the Viennese architect Victor Gruen, AVCO Community Developers took over in 1971, and the city incorporated on 1 December 1989. Village Niguel Heights spans that whole later stretch: the city's record runs its years built from 1969 to 1999 with a median of 1989, and 94 homes carry that year. It names Country Village Community Association as its master.
