How Talega Village was built
The name is planning vocabulary rather than marketing. San Clemente's Talega plan divides the property into lettered villages, and the first detailed area plan under it, approved by the city in March 1999, covered Villages B, C, G, H and I along with parts of D and E. That single approval laid out the Talega Village Center, the golf course, two neighborhood parks, an elementary school site and a business park south of Avenida Pico. The townhomes and attached homes here sit directly beside the center, where Avenida Vista Hermosa meets Avenida Talega, and take their name from it.
Getting the shops built took most of a decade after that approval. The Planning Commission signed off on the Talega Village Center on 5 April 2006, a Ralphs Fresh Fare opened on 19 December 2007 as the first business in it, and six more followed between January and March of 2008, among them a stationery shop, a boutique, a coffee house, a pilates studio and a salon. Until then households up here drove down the hill for a carton of milk. The streets in this pocket are short walking paseos rather than long avenues, Paseo Del Rey, Paseo Luna, Paseo Rosa, Paseo Verde and Paseo Vista, which suits the density the plan assigned them.

The Talega Village lifestyle
San Clemente keeps ten beaches of its own along the shore, from North Beach past the pier to Riviera, and the city's Marine Safety division staffs them. The pier itself carries restrooms, metered parking, fire rings and the Amtrak and Metrolink platform at its foot.
The city publishes five trail networks that run from the sand up into the canyons and along the ridgelines. Bikes are welcome on all of them, electric bikes are not allowed on the Beach Trail, dogs are welcome on a leash, and horses are permitted on the Forster Ridgeline, Prima Deshecha and Cristianitos trails. City parks are open from 6 am to 10 pm without a reservation unless a group needs a permit.
