            History

            How Upper Peters Canyon was built

            In Spanish this was Canon de las Ranas, the canyon of the frogs, named for the marsh it drained into at what is now Upper Newport Bay. It takes its present name from James Peters, who from about 1891 dry farmed barley and beans in the upper canyon, built a house and planted a eucalyptus grove near the bottom of it. The land was part of Rancho Lomas de Santiago and later of the Irvine Ranch, and water was the whole point of it: the Irvine Company finished the upper reservoir in 1931 and the lower one in 1940 to hold and distribute runoff off the watershed.

            The houses came from 1984, when Orange adopted a plan for this ground and annexed it, and building ran through to the late 1990s. The plans that built it were filed under the name Santiago Hills, which is why the neighborhood's own name and the city's name for it have never matched. The streets were named as a forest and a game list: Aspen, Star Pine, Live Oak, White Oak Ridge, Ironwood, Dogwood, Bayberry and Candleberry, then Fox Run, Elk Glen, Deerfield, Fawnwood, Deerwood, Teal and Peacock, with Mine Canyon and Sugar Loaf Peak for the hills behind.

            They are the same ground under two names. The City of Orange carries it in its plan area register as Upper Peters Canyon under plan number SP-8, and the city's own plan index files every tract map inside that boundary under the name Santiago Hills Phase I.

            Why is it called Peters Canyon?

            For James Peters, who dry farmed barley and beans in the upper canyon beginning in 1891 and built his house and a eucalyptus grove near what is now the lower retarding basin. In Spanish the canyon had been Canon de las Ranas, canyon of the frogs, after the marsh it drained into at what is today Upper Newport Bay. It was also called Golf Canyon for a while, after a nine hole course laid out here in 1899 with oil soaked sand greens and a red clubhouse on the ridge.

            When was Upper Peters Canyon built?

            The City of Orange adopted the specific plan on 21 August 1984, with development standards for 2,000 dwelling units and 15 acres of mixed use, and resolved the same day to annex the 230 acre plan area. The county then recorded ten tract maps between 1986 and 1997, beginning with Tract 12417 in 1986.
