How Monarch Summit II was built
Monarch Summit II belongs to the same early hilltop as its neighbor, with the city's record running its years built from 1971 to 2000 and putting the median at 1976, and 119 of its homes dated to that year. AVCO Community Developers had bought the Laguna Niguel Corporation in 1971, so these houses come from the first years of AVCO's tenure, when the surrounding city was still unincorporated county land.
The town plan they were built into was drawn in 1959 by Victor Gruen, the Viennese architect who three years earlier had opened Southdale Center in Minnesota, the first enclosed shopping mall in the United States. The Laguna Niguel Corporation had him lay out 7,100 acres with close to a third of the developable land in parks and open space, and the shape of that decision is still visible here in the 16.6 acres of open space inside a 64 acre boundary.
