How Foothill Townhomes was built
Foothill Townhomes was built in 1974, within three years of AVCO Community Developers buying the Laguna Niguel Corporation in 1971. At that point the city did not exist. Laguna Niguel was still an unincorporated development with a population that had only passed a thousand in 1965, and it would not become a city until 1 December 1989.
The ground was Rancho Niguel, 13,316 acres granted to Juan Avila in 1842 and named for the Acjachemen village Niguili, sold to John Forster in 1865 after the drought years and bought by Lewis Moulton and Jean Pierre Daguerre in 1895. Twelve streets run through the 28 flat acres of Foothill Townhomes and every one looks to the water: Pelican Way, Dry Dock Cove, Dolphin Cove, Schooner Cove, Sea Horse Cove and Shell Cove among them.
