What a 55+ rule has to do to be lawful
The exemption is not a label a builder can simply adopt. Under 24 CFR 100.305, at least 80 percent of a community's occupied units must be occupied by at least one person 55 years of age or older. Under 24 CFR 100.306, the community must publish and adhere to policies and procedures that demonstrate its intent to operate as housing for persons 55 years of age or older, and HUD's rule rejects vague advertising wording such as adult living or adult community. Under 24 CFR 100.307, the community must verify that occupancy through reliable surveys and affidavits, and update the verification at least once every two years.
California adds its own layer. Civil Code section 51.3 defines a senior citizen housing development as a residential development developed, substantially rehabilitated, or substantially renovated for senior citizens with at least 35 dwelling units. It sets the qualifying resident age at 62 or older, or 55 or older in a senior citizen housing development, and it allows a qualified permanent resident who was 45 years of age or older to reside with a qualifying resident.
Two things follow from that for anyone buying or renting. A community that stops meeting the 80 percent test stops qualifying for the exemption, which makes the association's verification file a document worth asking to see. And because the rule is written around occupancy, the question to put to any specific home is who may occupy it, and the recorded CC&Rs are where that answer is written down.
What Irvine's public record names
The City of Irvine publishes a Senior Housing page inside its affordable rental housing section. The page opens by stating that the apartment complexes it lists contain units specifically set aside for low income seniors, and it prints an age range beside each one. This is the city's own table, reproduced:

The city adds a footnote to Woodbridge Manor that it is also for residents with disabilities. The age range column belongs to the city. For four of these five properties the city's entry is the whole of what has been verified for this page, so the figure is repeated as the city prints it and no further claim is made here about how each property's own governing documents are written.
One more point about the list itself, because it changes how you should read it. This is the city's affordable rental housing record, so a market rate community with an age restriction in its CC&Rs would have no reason to appear on it. The absence of a name from this table is not evidence about that name.
Solaira at Pavilion Park
Solaira is the one entry on the city's list whose own rules have been read for this page. Its website states that the community is reserved for individuals age 55 or better, and its own FAQ asks whether there are age restrictions and answers: yes, this is a 55 and better senior community. The homes are apartments for rent at 100 Ridge Valley in the 92618 zip code, and the same FAQ sets out minimum and maximum income limits with all residents screened against published resident selection criteria.
The income limits are worth reading closely before anyone applies, because a household can fall outside the program by earning too much as well as by earning too little. The site also states that rent control does not apply at the community and that no rental subsidy is attached to the program itself, while portable Section 8 vouchers and other tenant based rental programs are accepted.
Why Solaira has no shape on our communities map
Our Irvine communities map draws only boundaries the City of Irvine publishes, and it draws them as published. Solaira has no shape on that map, and the reason sits in the city's own data. The city's village layer holds no Solaira polygon. The city's HOA layer, which supplies association boundaries for other communities on the map, holds no Solaira association among its 372 records. In the parcel layer, tract 17467 covers the site as a 31 acre ring around three larger holes, and the only two parcels the city names Solaira at Pavilion Park come to about 3.5 acres in two disjoint pieces roughly 400 meters apart, both inside Great Park planning area 51.
That parcel name field mixes deeds, schools, parks and project names, so it records what a parcel is called. Where a community ends is a separate question, and the field does not answer it. Drawing a boundary from it would put our guess on the map under the city's name. A recorded subdivision map, or a map published by the community itself, would settle the question. Until one of those exists, this page carries Solaira by name and the map carries no outline for it.
The Meadows in Irvine
The Meadows is the one place on the city's senior housing page where a resident owns the home. The city describes it as a mobile home park where seniors who own a manufactured home may sometimes find affordable rental spaces, gives the address as 14851 Jeffrey Road, and names Jamboree Housing Corporation as its owner and operator. The community's own website describes itself as an affordable housing community for adults 55 and better and says it is home to over 360 households.
What changes hands there is the manufactured home rather than the land beneath it, so the monthly space rent and the park's own rules sit alongside the purchase price in a way they never do in a conventional Irvine closing. The City of Irvine's HOA layer records the association as Meadows Mobile Home Park Assn., and that polygon falls entirely inside a city village polygon the city left unnamed, so The Meadows sits outside the named village fabric in the same way Solaira does.
What this page does not claim
Several other Irvine communities are described as 55+ on real estate marketing websites and portal pages. Those descriptions are not repeated here, because a marketing page is not a governing document and this page reports only sources it can name.
One name deserves a specific note, since it does appear in a public record. The City of Irvine's HOA layer records a master association called Travata Community Assn., managed by Crummack Huseby Property Management, inside the city's Cypress Village association group. That record establishes that the association exists and where its boundary runs. It says nothing about occupancy, and neither the recorded CC&Rs nor a statement from the association has been obtained for this page, so no claim is made here about who may occupy a home there.
