Overview
About The Haven Apartments
The Haven Apartments covers 17.41 acres on Slater Avenue, and the city's address layer records 438 homes there, the second largest count of the 28 Fountain Valley communities on this site. Every address is on Slater and every one carries a unit suffix. The county assesses the ground as two land parcels, which the 1970 parcel map recorded at 9.29 and 8.10 net acres.
The general plan designates the whole boundary High Density Residential, which allows 15 to 30 homes to the acre, and FEMA places all of it in Zone X as an area with reduced flood risk due to levee. Fountain Valley School District's school locator assigns the address range to Cox Elementary and Masuda Middle, and Huntington Beach Union High School District's boundary map puts it inside Fountain Valley High.

How The Haven Apartments was built
Four hundred and thirty eight homes on more than seventeen acres of Slater Avenue. The county recorded Tract 6462 over this ground in 1970 and dates both of its parcels to the same year. A single complex of that size going up in one year is a good measure of how fast Fountain Valley was growing: the population reached nearly 32,000 by 1970, from a farm village with 189 registered voters thirteen years earlier.
The city took its name from the water. Settlers had called the marsh south of Santa Ana Gospel Swamp and its people Swamp Angels, the thickets to the west were the Willows, and even after the willows were cleared a pipe driven a short way into the ground would send a geyser into the air. The first council held every builder off until the master plan was finished, the first tract of houses was finished in 1963, and the eight years after that produced most of the housing on this street.

When was The Haven Apartments built and who developed it?
The county assessor dates the buildings to 1970. The parcel map recorded that December says the survey was prepared at the request of Wm. Lyon Development Co. in November 1970, with John M. Hoy, R.C.E. 11537, as engineer.

Are the homes at The Haven separately assessed?
No. The county assesses the ground as two land parcels, recorded on the 1970 parcel map at 9.29 and 8.10 net acres, so no individual home carries a county building area, lot size or bedroom count.
What is the Rancho Las Bolsas?
It is the Mexican-era land grant that underlies this part of Orange County, and the recorded maps in Fountain Valley describe their sites by reference to it, citing the map filed at Book 51, Page 12 of Miscellaneous Maps. The Haven's 1970 parcel map, Fountain Crest's 1973 map and Palm Island's 1972 map all use that same description.
